No chlorine is used in cleaning the fiber or anywhere else in the papermaking process. This reduces harmful water emissions from the papermaking process. One of the last remaining uses of chlorine bleach is paper recycling. The fiber is literally soaked in the chlorine bleach to make it white again. Chlorine bleach is one of the worst manmade chemicals still in commercial use as tested for carcinogenic impact by the EPA.
